
The 21-year-old Brazilian used the only break of Sunday's clay-court match to win the first set and then prevailed following a 60-minute rain delay in the second.
The 119th-ranked Bellucci became the fifth first-time winner on tour this season, though not the lowest-ranked. Rajeev Ram of the United States was No. 181 when he won the grass-court tournament at Newport, R.I., this month.
Bellucci broke his 51st-ranked German opponent in the opening game, and sealed the first set when the 23-year-old Beck netted a forehand.
The second set went with serve before a heavy shower forced the players off with Beck leading 4-3.
When play resumed, Bellucci saved the only break point he faced in the match.
Beck saved two break points at 5-5, but could not hold off Bellucci in the tiebreaker, sending a sliced backhand long on the Brazilian's first match point after 1 hour, 41 minutes.
It was Bellucci's second ATP final, after losing to Spain's Tommy Robredo on clay at Costa do Sauipe, Brazil, in February.
With the victory, Bellucci will return to the top 100 in the rankings for the first time in three months.
