Keeper Jaroslav Drobny saved a penalty late in the first half as Bundesliga basement club Hertha Berlin secured a point from a hard-fought encounter.
Berlin have still not won at home in eight games but improved to 10 points - eight adrift of safety.
Gladbach ended a two-game losing streak to move to 22 points, good enough for 12th place.
Hertha had the first chance of the game in the 12th minute but Gladbach keeper Logan Bailly made a fine save to keep out Cicero's shot from 16 yards.
Drobny proved unbeatable in the rest of the first half, stopping Raul Bobadilla's 20-yard drive three minutes later and Roel Brouwers' header in the 33rd minute.
The visitors were awarded a penalty three minutes before the break as Arne Friedrich fouled Roberto Colautti in the box. But Drobny dived to parry Juan Arango's low spot-kick and then denied the Venezuelan again from the rebound three yards out.
It was Bailly's turn to shine nine minutes after the restart, making a fine save from Cicero's free-kick.
And then Florian Kringe shot just wide with a left-foot blast as the subsequent corner fell to him 10 yards out.
Bailly again defied the Berlin attack after 63 minutes, stopping Adrian Ramos' attempt. And the Colombian Ramos headed just over the crossbar 11 minutes later.
Berlin were again close with 14 minutes left but Kringe's long-range shot was deflected just over Bailly's crossbar.
